ROME, July 26 (Reuters) - Italy announced measures on Wednesday to help families and businesses hit by extreme climate events, as the country reels from a heatwave in the south and fierce storms in the north. A draft seen by Reuters showed that the decree had a cost of 10 million euros ($11.09 million) for state coffers. The government is ready to earmark some 10 million euros to refund airline tickets and hotel reservations to tourists without insurance coverage, Civil Protection Minister Nello Musumeci said. The Lombardy region around Milan has already asked the government to declare a state of emergency and has estimated damage of over 40 million euros, Musumeci said. The state of emergency, one approved by the government, removes bureaucratic obstacles and speeds up procedures to provide financial help.

Digital banking in Lombardy has grown 20 percentage points since 2015, the central bank said in a report on the region's economy, which grew 3.8% in 2022, slightly above the national average. The number of bank branches in Lombardy fell 4% in 2022, bringing the total decline since 2008 to 39%, compared with 41% for the European Union, the Bank of Italy said. Even with the reduction, Lombardy has 41 bank branches per 100,000 residents, against a national average of 36, it added. To cut costs and upgrade its IT infrastructure, Italy's biggest bank Intesa Sanpaolo (ISP.MI) this month launched its digital-only bank Isybank. Citing Eurostat data, the Bank of Italy said 67% of Lombardy's population in 2022 accessed banking services online.

ROME, Feb 12 (Reuters) - Former Italian Prime Minister Silvio Berlusconi would not seek a meeting with Volodymir Zelenskiy if he were still head of government, because he blames the Ukrainian President for the war with Russia, he said on Sunday. Berlusconi said that if Zelenskiy had stopped attacking the two separatist republics of the Donbass the war would not have happened. "So I judge, very, very negatively, the behaviour of this gentleman", Berlusconi added. Berlusconi also urged the United States to put pressure on Zelenskiy and threaten to stop sending arms to Ukraine, while also promising a massive aid programme if it agreed to an immediate ceasefire. Italy imposes mandatory Covid tests for travellers from China

Italy has ordered COVID-19 antigen swabs and virus sequencing for all travellers coming from China, where cases are surging, the health minister said on Wednesday. Milan's main airport, Malpensa, had already started testing passengers arriving from Beijing and Shanghai on Dec. 26, and the results showed almost one in two passengers was infected. Japan has said that from Dec. 31 it will require a negative COVID-19 test upon arrival for travellers from mainland China, while Taiwan will test arrivals from China from Jan. 1. On the first flight to Malpensa that tested passengers from China out of 62 passengers 35 were Covid positive, Lombardy's health chief Guido Bertolaso said on Wednesday, while on the second 62 were positive out of 120. He added that virus sequencing procedures had been activated to analyse variants, and the results are expected on Thursday.
